What Is It?

Otis and I get to see some interesting things on our walks in the morning.  Sometimes it's wildlife, sometimes we get to see somebody's new car.  It could be almost anything.

Today we spotted this object just laying in the road.  It looked interesting, so I picked it up.  It looks kind of like part of a block and tackle, but I'm not really sure.  What do you think?
